The focus of this work is on the pivotal role of British diplomacy in Europe during a period marked by the outbreak of the July Revolution, the dissolution of the United Kingdom of the Netherlands, the November Uprising, significant events in the German Confederation and the Papal States, as well as the civil wars in Portugal and Spain, and the two Egyptian-Ottoman wars. The clash between Palmerston and Metternich stands out. Both men were at the forefront of European foreign relations and were symbols of two different political currents. This work aims to challenge the ‘traditional’ view of Palmerston as a progressive statesman who defended the freedom of European liberalism and Metternich as a reactionary who opposed social modernization. The text highlights the motives behind British foreign policy, which were centred on promoting national interests, often at the expense of cooperation among the Great Powers, in contrast to the Austrian Chancellor’s efforts to foster the best possible relations within the Concert of Europe.

The American founders attributed paramount importance to the constitutional power to appoint and to remove executive officers. In modern times, they were the first who had to answer the crucial question which arises in every democracy: How should the personnel system of the executive branch be shaped in order to realize the principle of popular sovereignty? When this question arose in Germany for the first time in 1919, traditional civil service principles had already influenced the administration for more than a century. In the United States, by contrast, the principle of popular sovereignty had shaped the executive branch long before the emergence of a modern administration in the late 19th century. This book therefore analyzes the multi-layered connection between a specifically democratic constitution and the personnel of the executive branch by using the United States of America as an example. It examines the transformation of constitutional theory into constitutional law, the relationship of constitutional law to the influence of political parties and to the modern administrative state, and the frictions that have become apparent in the United States in recent years. Thereby, this book establishes a Constitutional Law of Executive Personnel. The theoretical starting point of this study is the separation of office and officeholder, which, unlike on the European continent, had a power-limiting function in the United States from the outset and led to the separation of organizational power from appointment power (Part 1, B.). The historical starting point of the study is the Declaration of Independence, since important decisions on the course of the American constitutional law of executive personnel were already made before the constitution was adopted. In the period from 1776 to 1787, the separation of powers developed from a principle that was in practice directed only against the executive to a principle that was supposed to work for and against all three powers. The revolutionaries adapted the power to appoint and remove executive officers in the new institutions to this development (Part 2: The Executive Branch and its Personnel between the Declaration of Independence and the Federal Constitution). These developments formed the basis for a distinctly republican ideal of executive personnel. This ideal of the American founding generation is elaborated in the third part of this book as a core element of the American understanding of the constitution and as a link between different constitutional principles (Part 3: Standards for the Personnel of the New Republic: Personnel Ideal and Constitutional Theory). This personnel ideal emerges less from the text of the Constitution but rather from other primary sources, particularly the Federalist Papers and the correspondence of the founding fathers: The executive was to be led by virtuous men distinguished by "fitness of character", who would not fall prey to "corruption" in the sense of abusing their office for their own ends. This interpretation of the American founding phase challenges those concepts that interpret the American founding in a completely pluralistic way. As shown in part 3, the republicanism thesis applies insofar as both pluralist and republican elements were influential during the founding era: Since the founders recognized that their personnel ideal was not easy to fulfill, they provided for safeguards. In addition to the checks and balances of the horizontal separation of powers, these safeguards also included the size and thus the diversity of a republic in which "factions" are controlling each other. In this way, Federalist No. 10 can be explained in terms of personnel constitutional law. The republican ideal of personnel is thus determined not by substantive constitutional law but by procedure. The study of the development of flowering plants may be said to be in the throes of a revolution. The literature on the subject is extensive and continues to grow rapidly as new discoveries pile one on top of the other; moreover, these striking advances in our knowledge have put plant developmental biology well ahead of other aspects of the study of plants. This has come about after a period of neglect and stagnation in the field and has been triggered by the power of recombinant DNA technology to analyze genetic information and by a fruitful cross-fertilization between physiology, genetics, and molecular biology. Whereas considerations of developmental phenomena were at one time largely restricted to the structure and physiology of a wide selection of plants, recent molecular and genetic approaches are focused on one or two model systems. Notwithstanding the difficulty of having to relate developmental mechanisms in a few experimentally attractive models to the enormous range of plants, the use of model systems has gained wide accep tance. This book is intended to meet the need for a unified account of the general principles of development of flowering plants representing structural, physiolog ical, biochemical, genetic, and molecular perspectives. It arose out of the revision and upgrading of an undergraduate course in plant development that I have taught here at The Ohio State University for more than 20 years.

Study of old age probands. The advantage of our infrastructure of the epidemiologic work lies in the close connection to the clinical medicine, as the scientific planning and guidance is done by physicians and teachers of university clinic. There is less danger that irrelevant problems are followed or that non-medical researchers like statisticians will domi nate the studies. We have deliberately avoided to join or organize multicenter stu dies believing that a larger output of data cannot outweigh the disadvantages of possible mistakes and errors through lack of contact and controversial conceptions among the coworkers. We hope to show that studies planned for screening of as many as 10 000 probands can be performed at relatively low expense. An im portant point is the adaptability of our system, which enables us to enlarge the already running studies for instance by addition of parameters like blood coagula tion as is being prepared by the team of Professor van de Loo in MUnster. Satellite Earth observation (EO) data have already exceeded the petabyte scale and are increasingly freely and openly available from different data providers. This poses a number of issues in terms of volume (e.g., data volumes have increased 10× in the last 5 years); velocity (e.g., Sentinel-2 is capturing a new image of any given place every 5 days); and variety (e.g., different types of sensors, spatial/spectral resolutions). Traditional approaches to the acquisition, management, distribution, and analysis of EO data have limitations (e.g., data size, heterogeneity, and complexity) that impede their true information potential to be realized. Addressing these big data challenges requires a change of paradigm and a move away from local processing and data distribution methods to lower the barriers caused by data size and related complications in data management. To tackle these issues, EO data cubes (EODC) are a new paradigm revolutionizing the way users can store, organize, manage, and analyze EO data.
