Davon betroffen sind hauptsächlich arme, mittellose und sozial schwache Menschen sowie Gruppen, die am Rande der Gesellschaft stehen. Daraus entstehen zahlreiche soziale Probleme und Missstände für die in einem Sozialraum lebenden Menschen. In der Vergangenheit gab es zahlreiche Personen, die dieser Entwicklung entgegenwirken wollten. Zu diesem Kreis von engagierten Menschen gehört auch die amerikanische Sozialreformerin, Sozialpolitikerin und Soziologin Jane Addams (1860-1935). Sie gründete Ende des 19. Jahrhunderts, zur Zeit der Settlement-Bewegung (Bildung von sozialen Siedlungs-/Gemeinschafts-/ Nachbarschaftshäusern in sozial schwächeren Stadtgebieten) in den USA und in England, das Nachbarschaftshaus Hull House inmitten von Chicago und entwickelte Angebote und Methoden um der umliegenden, meist arbeitenden und armen Nachbarschaft eine bessere Teilnahme an der Gesellschaft zu ermöglichen und ihre soziale Lage zu verbessern.Hull House bildete erste Konzepte und Ansätze der heutigen Gemeinwesenarbeit. Sie nimmt sich als dritte Methode der Sozialen Arbeit (neben der sozialen Einzelfallhilfe und der sozialen Gruppenarbeit) ebenfalls den Problemen von Menschen an, die in einem Sozialraum leben und erarbeitete Methoden und Möglichkeiten um diesen Menschen Zugang zur Bildung, zur Demokratie und zur Gesellschaft zu verschaffen.Jane Addams war eine bemerkenswert zielstrebige und erfolgreiche Frau, deren Leben und Motivation sich für andere einzusetzen, ich in dieser Arbeit thematisieren werde. Dabei stehen das Leben und das Werk von Jane Addams, in Form von Hull House, im Vordergrund. Die methodischen Ansätze der Gemeinwesenarbeit, wie sie sich auch in Hull House finden lassen, sollen einen weiteren Teil dieser Arbeit darstellen.[...]

Das Quartiersmanagement nimmt dabei die institutionelle Rolle ein, die integrativen Handlungsansätze langfristig umzusetzen und sich überflüssig zu machen. Dies soll über eine Aktivierung von Bewohner*innen der Quartiere gelingen.Die Gemeinwesenarbeit hat in der Bundesrepublik Deutschland noch keine lange Geschichte durchlaufen. Erst Ende des 19. Jahrhunderts wurde mit der Settlement-Bewegung in Großbritannien der erste Schritt in Richtung gemeinwesenorientierter Arbeit im Kontext der Sozialarbeit getan wurde. Wenig später bereitete Jane Addams mit der Errichtung des "Hull House" in Chicago, USA den Weg für eine Verknüpfung von Sozialer Arbeit und politischem Engagement.In Deutschland folgten erst in den 1920ern solche Nachbarschaftshäuser. In den 1930ern hatten diese unter den Nationalsozialisten wieder zunehmend eine notlindernde statt politischer Funktion.
